Hello, thank you for your inquiry. Our Cotton Packable Jacket may be considered a windbreaker as it is made of a cotton and nylon blend. It is not intended to keep the wearer very warm however, and should not be used in replacement of a heavy coat.
In addition, the cuffs on at the sleeves have button closures, not Velcro or elastic.
